Inspiring Hearts & Minds
FRIENDS & COLLEAGUES:
Olympic sprint champion and world-record holder Wilma Rudolph is a testament to the powerย of dreams. Known as the fastest woman in the world, Wilma had to overcome pneumonia,ย scarlet fever and polio as a child.
Polio had weakened her left leg and foot so much that she had to wear a leg brace. After yearsย of therapy, Wilma learned to walk without the brace. She is famously quoted as saying, โMyย doctor told me I would never walk again. My mother told me I would. I believed my mother.โ
Wilmaโs story exemplifies why we are so passionate about inspiring hearts and minds. Likeย Wilma, we believe โgreatness lives within each of us.โ

Our National Impact
THE NATIONAL CHARTER SCHOOLS INSTITUTE is a mission-driven 501(c)3ย non-profit organization whose core purpose is to inspire and democratize excellenceย in education.
We have a long history with the charter schools movement. Originally founded inย 1995 as the Michigan Resource Center for Charter Schools at Central Michiganย University, we transitioned into the Institute in 2001, after receiving $1 million from theย United States Congress to expand our programs and services nationally.
Today, we work across the country inspiring, equipping and supporting people andย organizations to achieve breakthrough performance. Our hands-on coaching andย consulting work, along with our speaking engagements, places us on the front linesย with the thinkers and doers who are giving their all to improve the lives of students.
Educating and reminding peopleย that โcharteringโ is fundamentallyย about reimagining and redesigningย public education so it works betterย for our kids and our country is coreย to our mission.
This is why we are so committed toย advancing ideas and conveningย thought leaders. And itโs why we areย leading the establishment of theย National Charter Schools Researchย Library. By collecting the earlyย charter pioneersโ originalย documents and oral histories, weย aim to preserve history and shareย the lessons that will inform andย impact the work of futureย generations.
Through Epicenter, our cloud-basedย performance management system,ย we are partnering with authorizersย throughout the nation to strengthenย oversight and accountability. Evenย better, Epicenter is saving valuableย time and energy so authorizers,ย boards and schools can focus onย what truly matters โ preparingย students to succeed in college,ย work and life.
Our National Impact
Each state has a unique story as to how charters came to be. The goal of the National Charterย Schools Research Library (โLibraryโ) is to capture these stories, preserve them and make themย digitally available to those interested in learning more about the movementโs important history.
Launched in partnership with Ember Reichgott Junge, the Minnesota State Senator who sponsoredย the nationโs first charter school law in 1991, the Library is becoming the home for primary sourceย materials from around the country, documenting the origins and growth of chartering.
TED KOLDERIE: IDEAS MATTER
One of the nationโs earliest and most influential thinkers and writers on the idea of chartering isย Minnesotaโs Ted Kolderie. Tedโs ideas have been embraced and diused across the country.ย Heโs shown countless policy and influence makers how chartering can be used to โchallengeย the givensโ and transform public education into a โself-improving system.
Proudly, we can report that Ted generously donated his treasure trove ofย documents โ personal notes, letters, papers, and more โ to the Library. Heย also allowed us to record his oral history, where he shared his recollectionsย about people, policies, and events, along with his reflections andย projections on the future of education and the necessity of empoweringย teachers to fully engage students and personalize learning.
Tedโs wisdom, ideas, and historical documents are priceless. Now through the Library, theyย are preserved and digitally accessible for the benefit of both current and future generationsย at www.CharterInstitute.org/Library.
SHARING A LEGACY
We began recording oral historiesย this year, with five completed andย many more in progress. Through aย partnership with Grand Valley Stateย University in Michigan, oral historiesย from former GVSU Presidents Arendย Lubbers, who launched GVSUโsย chartering initiatives in 1995, andย Mark Murray, who expanded thisย legacy, were recorded. Bothย exemplify the critical role that aย university president can have inย advancing and better connectingย K-12 and higher education.

RESOURCES AND EXPERTISE
Serving on the board of a charter school is an important publicย service. Board members volunteer their time and talents. They alsoย have a fiduciary duty to ensure their school fulfills the terms of itsย charter contract and complies with applicable law.
Because we want everyone serving on a charter school board toย have a rewarding and meaningful experience, our team is focusedย on equipping board members with the information and tools theyย need to govern for greatness.
Governing for greatness begins with a mindset. Itโs anย attitude and outlook that we encourage all boardย members to embrace. We promote and equipย boards to adopt Good to Great leadershipย author Jim Collinsโ definition of a greatย organization: โone that delivers superiorย performance and makes a distinctiveย impact over a long period of time.โ

Equipping Authorizers
STRATEGIES AND TOOLS
The charter strategy is fundamentally aboutย improving public education by transforming it into aย system of self-improving schools. Authorizers โ theย agencies authorized by state law with the power toย grant charter contracts โ play an instrumental roleย in how well the strategy gets implemented.
Great authorizers are catalysts for change andย forces for quality. They understand authorizing isย both an art and a science and requires professionalย judgement. Itโs challenging work and itโs essentialย that it is done well for the long-term success andย sustainability of the charter movement.
Thatโs why our team is so energized about the workย we do with authorizers around the country. Throughย our coaching and consulting services, we provideย authorizers with the strategies and support theyย need to courageously challenge the givens andย encourage innovation. And with our digital platform,ย Epicenter, we equip authorizers to streamline theย regulatory reporting process so they, and theย schools they charter, can focus on what trulyย matters โ preparing students for success inย college, work and life.
ADVANCING GREATย AUTHORIZING
The U.S. Department of Educationย awarded the Institute a three-yearย federal grant for $2.2 million toย strengthen authorizing, encourageย innovation, and promote rigorous andย personalized performance measures.
The grant is called the โA-Gameโย Advancing Great Authorizing &ย Modeling Excellence. It has a specialย focus on developing holisticย performance measures that authorizersย can use to oversee and evaluateย schools that predominately serveย alternative student populations.
Guided by a National Authorizerย Leadership Team composed ofย experienced charter schoolย authorizers, this grant will haveย national significance because of itsย groundbreaking work onย mission-related performance measuresย and its focus on helping authorizersย become performance-based agents ofย change and catalysts for excellence.
โServing as the projectย director for this grantย provides a powerfulย opportunity to shape theย future on how to bestย measure student andย school performance. Weย will be relentless aboutย developing and sharingย solutions that are best inย class as we work withย these leading authorizersย and our partners atย Momentum Strategy andย Research.โ

THE โNEWโ OLD MISSION PENINSULA SCHOOL
The spirit of America is local citizens coming together, sharing their time andย resources, and doing things that will benefit their community.
The Old Mission Peninsula School (โOld Missionโ) exemplifies this communityย spirit. Nestled within orchards and vineyards in northwest Michigan, recordsย show education has been a priority for those living and working on the peninsulaย dating back to the 1850s when they established their first school.
When the local school district decided to close the school because its small sizeย was a budget drain, the community was distraught. In response, a diverse groupย of concerned citizens came together and began to take action to save theirย school. They created a foundation โ Old Mission Peninsula Educationย Foundation โ and started raising money to buy the building. They knew theyย were also going to need a charter and thatโs when they connected with theย Institute.
Engaging with and supporting Old Missionโs founding team through the charterย application process, board formation, facility preparations, student and teacherย recruitment and start-up challenges was an honor. Tears of joy andย accomplishment were shared when the โnewโ Old Mission school welcomed itsย inaugural class of 130 elementary students.

THE POWER OF EDUCATION
Education transforms lives. Heโs said it. Heโs also lived it.
Institute Board member and recently retired president ofย Central Michigan University, Dr. George E. Ross is a livingย testament to the transformative power of education. Georgeย spent much of his childhood in Flint, moving to the city at theย age of 13. Georgeโs family was on public assistance and didnโtย have much. His father drove a city bus and none of his olderย siblings graduated from high school.
One of 12 children, George considered dropping out as well.ย But at the advice, or more fittingly the demand, of his highย school math teacher that he not only graduate but continue hisย education after high school, George buckled down. He went onย to graduate from Flint Northern High School and then earnedย bachelorโs and masterโs degrees in business administrationย from Michigan State University and a Ph.D. in higher educationย administration from the University of Alabama.
Prior to being named CMUโs 14th president in 2010, Georgeย served as president of Alcorn State University in Mississippi,ย which was founded in 1871 as the first black land-grant collegeย in the United States.
โThe ability to learn and keep asking questions is the key toย success,โ George says. โI tell students, โWe owe you twoย things: knowledge and character.โ Itโs not only what youย learn in class, itโs what you find in yourself.โ
George and his wife Elizabeth welcomed their first grandchildย into the world last December. โI suspect my mind was madeย up to retire the moment he wrapped his tiny fingers aroundย mine.โ
The Institute will forever be grateful for George andย Elizabethโs service, friendship, grace and wisdom.
