2018-2019 Annual Report

Education is transformative and improving every day

Hereโ€™s something we know about education: Itโ€™s transformative and improving every day. Thatโ€™s why our team at the National Charter Schools Institute is hopeful for the future. And itโ€™s why you should be too.

Far too often we only hear about whatโ€™s wrong. We see headlines about bad actors putting their interests ahead of students, taxpayers and the public good. And we read stories that leave us shaking our heads. What we donโ€™t see though, are the untold stories of everyday heroes.

Our team at the Institute goes beyond the headlines. We love being on the frontlines with the doers. We love helping people achieve more than they thought was possible. We love supporting people and equipping them with the ideas and tools they need to democratize excellence in education. And weโ€™re proud to report that our efforts are making a difference.

We hope these stories inspire you, just as they inspire us, to look beyond the headlines, be optimistic about the future, and know that our collective efforts are making a difference for our kids and our country!

โ€œA star does not compete with other stars around it;
it just SHINES.โ€

FRIENDS & COLLEAGUES:

We believe greatness lies within eachย person. We love people and areย passionate about helping them grow andย discover their gifts.

This is one reason why we are fans of theย award-winning book by Dr. Todd Rose,ย The End of Average: How We Succeed inย a World That Values Sameness. Itโ€™s full ofย insightful stories and profound truths like,ย โ€œThe hardest part of learning somethingย new is not embracing new ideas, butย letting go of old ones.โ€

At the National Charter Schools Institute,ย our goal is to spread what works andย help people let go of the things that doย not. Weโ€™ve come to see how โ€œdemandingย accountabilityโ€ is sometimesย counterproductive to achievingย excellence and fostering the kinds ofย schools we want and need. Thanks to Dr.ย Rose, we better understand theย implications of โ€œwhen you design for theย average, you design for no one.โ€

As we move forward, we are going to doย even more to advance excellence andย inspire, equip, and support people andย organizations to achieve breakthroughย performance.

Please know our team is ever grateful forย your continued support andย encouragement. Together, we are makingย a dierence for our kids and our country!

With best wishes,

W. Sidney ("Sid") Smith, Board Chair, and James N. Goenner, Ph.D., President & CEO

Our National Impact

Our core purpose is to inspire and democratize excellence inย education. We want all students to have the opportunity toย discover their gifts and experience the joy of learning. Thatโ€™sย why we are so passionate about our mission.

Through our hands-on coaching and consulting work, we areย able to share powerful ideas, strategies, tactics and tools thatย people can put into action. Our work has taken us across theย nation - from Washington D.C. to Wisconsin to Hawaii andย from Florida to the State of Washington.

And wherever we go, we never miss an opportunity toย educate and remind people that โ€œcharteringโ€ is fundamentallyย about reimagining and redesigning public education so itย works better for our kids and our country.

โ€œThe Institute has proven to be a knowledgable and trusted partner for our own organization as well as forย the schools throughout the state. They truly get the authorizer-board-school relationship and go the extraย mile to help achieve our goals.โ€

Advocates & Implementers

We love shining the spotlight on outstandingย leaders. People willing to speak up and takeย action. We admire their courage, their ideas,ย and their willingness to toil in the trenchesย and get the work done.ย Thatโ€™s why we annually host our โ€œAdvocatesย & Implementersโ€ event in conjunction withย the National Charter Schools Conference. Itโ€™sย our way of honoring these individuals andย providing inspiration to others. And we canย never say thank you enough to Dr. Howardย Fuller for blessing us each year with hisย heartfelt rendition of Frederick Douglassโ€™ย 1857 speech, โ€œIf There Is No Struggle, Thereย Is No Progress.โ€

โ€œI am profoundly grateful to theย Institute for their leadership and forย allowing me to share my โ€œinsiderโ€™sย accountโ€ with their national followingย of Advocates & Implementers.โ€

DAVID FRANK |ย Executive Director | Charter School Oce | New York State Department of Education

"This grantย aims to moveย beyondย one-size-fits-allย accountability modelsย by equippingย authorizers with theย strategies and toolsย they need to overseeย and support schoolsย serving students withย the greatest needs.โ€

NAOMI RUBIN DEVEAUX |ย Vice President for Authorizing &ย Accountability | National Charterย Schools Institute

Working Together to Advance Quality

CSP GRANT

Michiganโ€™s Department of Education won a five-year $47 millionย federal charter schools program grant from the U.S. Departmentย of Education. These funds are awarded at the state levelย through a competitive process to applicants seeking to open,ย replicate, or expand high-quality charter public schools.

In partnership with the Michigan Department of Educationย (MDE), the Institute brought together a team of state andย national experts to conduct a risk-assessment of eachย application. Constructive feedback is given to eachย applicant and their authorizer, so that they can reflect,ย revise and strengthen their proposal.

The grant also made it possible for the Institute toย facilitate four Authorizer Roundtables in differentย regions of the state. These outreach efforts were aย collaborative eort with the MDE and the Michiganย Council of Charter School Authorizers to share bestย practices and improve quality.

โ€œEngaging the Institute has strengthened our coordination and communication withย Michiganโ€™s authorizers. Together, we are raising the bar and focusing on quality.โ€

TAMMY HATFIELD | Manager | Public School Academies Unit | Michigan Department of Education

When Michiganโ€™s policymakers adopted charterย school legislation in 1993, they put in motion aย bold strategy for advancing public education.

Now, a strong group of authorizers are guidingย Michiganโ€™s charter strategy forward. Together,ย they form the Michigan Council of Charter Schoolย Authorizers and are at the forefront of fosteringย change and advancing excellence, whileย balancing school autonomy with publicย accountability.

The Institute has been privileged toย work with the Council over the last yearย to refine its strategic plan and adopt aย set of guiding principles. And with grantย funding from the state, the Institute andย the Council joined forces to publishย Advancing Excellence: Michiganโ€™sย Model for Authorizer Accountability,ย along with two board orientation videosย designed to help new charter schoolย board members hit the ground running.

View these videos atย https://www.michiganauthorizers.com/become-a-new-board-member andย https://www.michiganauthorizers.com/board-resources.

โ€œThe Institute is helping our Council become moreย strategic, more proactive, and more focused on ourย principles and priorities.โ€

Supporting Authorizers

โ€œAuthorizers face a paradox: They are beingย encouraged to take chances and charter moreย schools, while being pressured to raise standardsย and close schools that donโ€™t measure up.โ€

DR. JIM GOENNER | President and CEO | National Charter Schools Institute

Great authorizers are change agents. They create theย conditions for innovation and excellence to thrive. Theyย empower and encourage. They protect students andย taxpayers. And they ensure results are achieved.

We love working with authorizers at the Institute, and weย recognize how important their role is to the success andย sustainability of the charter schools movement.

We understand charter laws vary by state โ€“ and theseย variances greatly impact the work of Americaโ€™s 1,015 activeย authorizers. The Institute always seeks to understand anย authorizerโ€™s context. That way we oer real solutions thatย are both strategic and doable.

โ€œThe Instituteโ€™sย team isย first-class. Theyย contextualizedย their content and experiencesย to meet the needs of Hawaiiโ€™sย unique and diverse culture. Andย they earned the respect of ourย commissioners, our authorizingย team, and the governing boardย members and leaders of theย schools we charter.โ€

SIONE THOMPSON |ย Executive Director | Hawaii State Publicย Charter Schools Commission

The National Charter Schools Founders Library

One of the earliest and most influential thinkers and writers onย the idea of chartering was Minnesotaโ€™s Ted Kolderie. Fromย encouraging people to โ€œchallenge the givens,โ€ to showingย policymakers why it was essential for them to โ€œwithdraw theย districtsโ€™ exclusive franchise,โ€ Tedโ€™s ideas have had a bigย impact.

We are proud to say that the National Charter Schoolsย Founders Library is now home to Tedโ€™s work โ€“ and the work ofย many other key leaders. The Founders Library is housing andย making the records and oral histories from our movementsโ€™ย founders digitally accessible to all.

Teaming up with Ember Reichgott Junge - former Minnesotaย State Senator and sponsor of the nationโ€™s first charter schoolย law - we are on a quest to capture and share the origins andย growth of chartering so we can learn from the past and chartย an even brighter course for our childrenโ€™s future.

This past year we focused on capturing the stories from keyย founders in California and Colorado, along with nationalย leaders like Howard Fuller and Joe Nathan. You can watch theirย oral histories at www.CharterInstitute.org/Library. Weโ€™re sureย youโ€™ll agree that the wisdom, insights and lessons they shareย are for the ages.

Developing Boards

GOVERNING FOR GREATNESS

Governing boards play a vital role in the success andย sustainability of charter schools. They serve asย guardians of the public trust, which is a bigย responsibility.

We know board members freely give their time andย talents. And we want everyone who serves to have aย meaningful and rewarding experience. Thatโ€™s why weย specialize in helping boards effectively govern and winย for kids.

Our newest book, Leading for Greatness, will beย released this fall. It will provide school leaders andย board members with a roadmap for modelingย excellence and creating a win-win working relationship.

โ€œBoards that govern for greatness ask wiseย questions and measure things that trulyย matter.โ€

MARK WEINBERG | Vice President for Leadership &ย Learning | National Charter Schools Institute

โ€œEngaging the Institute to facilitate our Boardโ€™s strategic planning process was a greatย decision. They helped us confront issues, gave us honest and candid feedback, andย helped us unify as a team.โ€

ANDY ALT | Board President | West Michigan Academy of Arts and Academics

Strengthening Schools

Screen Shot 2020-05-13 at 1.17.42 PM

Working hands-on with schools brings us great joy.ย Schools are where the real teaching and learningย occurs. We know education transforms lives. Thatโ€™s whyย itโ€™s magical for us to see the light bulb of learning turnย on for a student.

We understand running a school and leading aย classroom is hard work. But itโ€™s where the real action is.ย And itโ€™s why we are so passionate about supportingย schools. Whether youโ€™re looking for assistance withย strategy or operations, problem solving or capacityย building, our team of experienced experts are ready toย help you succeed.

โ€œThe coaching andย support Iโ€™veย received from theย Instituteโ€™s team ofย experts has been a game changerย for my leadership, professionalย growth, and the Academy as aย whole. Their team has beenย instrumental in the developing ofย organizational and operationalย systems that are positivelyย impacting what is happening forย Abneyโ€™s scholars and families.ย Through our partnership, I knowย their expertise, support and adviceย is only a phone call away.โ€
